Yes I'm sure that tire size limit is put in place to reduce or eliminate the Full size trucks. Jeeps and the other vehicles you mentioned are mostly using small tires like 33" – 35". I can't think of any reason to have this limit. It's not like a 44" does more damage to the land than a 40". I think that a Jeep with 35" tires is proportional to a full size truck with 44"
